Qatar University supports the development of new and innovative academic programs that contribute to the university mission and goals and that help the university in aligning its academic program offering to meet the aspirations of society, to meet and anticipate the changing market needs, and to adapt to the national priority areas in research and education and to international trends.
Before being offered at the University, new academic programs require approval by the University Board of Regents based upon the recommendation of the University President.
Faculty Members, Department Heads, College Deans, the Vice President for Academic Affairs, or the President of the University can request the development of new academic program proposals. A group of faculty experts in the field is responsible for the development of the new academic program proposal following the templates approved by the Vice President for Academic Affairs. The developed proposal undergoes review by curriculum committees at different levels within the university and approval by the Department Head, College Dean, The Vice President for Academic Affairs, and the Executive Management Committee before its submission to the Board of Regents for final approval.

Preliminary Proposal
Please note that the preliminary proposal must be a concise document not to exceed 6 pages and should include the following information:
- Brief description of the new proposed program
- Study on the needs for the program (please refer to section 3.3 in the attached template for details)
- Study on the demand for the program (please refer to section 3.4 in he attached template for details)
- Reflection on how the new proposed program will contribute to the university mission
- Description of the relation of the proposed new program with the university strategic plan and objectives
- Estimated costs for the new program including estimation of needs for new faculty
- Relation with existing program at QU and how the new proposed program differs from existing programs at QU
- identify similar programs offered at other universities in the region and beyond
- Other information the committee in charge of developing the preliminary proposal sees appropriate
